It doesn't really matter what kind of budget is set up for you from the beginning by the client. You end goal needs to be setting up and showing solid results.
What you need to do is make sure that everything you help your clients with can be measured with results of some sort. If it's measurable it can be tested and proved and you'll see what is working and what needs changing.
As you start to show your clients the kind of testing you are doing and show that you are improving their business they'll have more budget available for you as the consultant.
